You can find him in Batman: Arkham City first on top of the Ferris wheel, after that you can find him two more times somewhere from Arkham City. He has a side mission called 'Watcher in the Wings' ([link]). After you have finished the side mission, he's bio's informations are not 'unknown' anymore c:
